Estonia’s Pactum AI named among Europe’s potential unicorns

Estonia's next success in the making! Pactum AI named among Europe's next potential unicorns, bringing autonomous negotiations to Fortune 500 companies.

Estonian startup Pactum AI has been shortlisted for DIGITALEUROPE’s 2025 Future Unicorn Award. The company stands among 14 other promising European tech firms in the competition, which recognizes scale-ups showing exceptional potential to become Europe’s next tech unicorns. As the tech race heats up, the continent still hasn’t caught up with its global competitors — today, only 14% of the world’s unicorns are from Europe.

Estonia, which has already minted 10 unicorns and holds the title for the most productive ecosystem in per capita numbers, is working hard to reverse that. Co-founded by Kaspar Korjus (CEO), who previously founded Estonia’s programme, Pactum has earned its reputation by transforming how large enterprises handle procurement through its autonomous negotiation platform.

Their AI technology enables companies to conduct thousands of supplier negotiations simultaneously, leading to optimized terms for both parties. It particularly excels in handling numerous smaller supplier relationships that traditionally received less attention due to resource constraints.

In July 2024, the company secured $20M in Series B funding at a valuation close to $100M, according to Pitchbook. The round was led by Tallinn-based Karma Ventures, with participation from shipping giant Maersk — both an investor and user of Pactum’s technology. The investment, which brought Pactum’s total funding to $55M, has enabled the company to enhance their product’s user experience and launch an Autonomous Negotiations Academy for procurement professionals.

Since its founding in 2019, Pactum has accumulated the world’s largest library of negotiation behavioural learnings, with each AI-driven negotiation contributing to better outcomes for future deals. The company’s platform is already being used by Fortune 500 companies for their procurement processes.

The winner of the Future Unicorn Award will be announced at DIGITALEUROPE’s Masters of Digital conference by Ekaterina Zaharieva, European Commissioner for Startups, Research and Innovation. The ceremony will take place in Brussels on 19-20 February.

Pactum is not the only company considered the next unicorn of Estonian origin. Recently, Skeleton has been voted by the local tech community as the next billion-dollar company in the making.
