Estonia’s €2M AI adoption grant was fully allocated on the morning applications opened, prompting the Estonian Business and Innovation Agency (EIS) to close the application round. The grant offered up to €20,000 per project for eligible Estonian companies implementing artificial intelligence in their operations.

The demand came as Estonian companies increased their use of AI technologies. Statistics Estonia data cited by EIS show that 22% of companies used at least one AI technology in 2025, up from 14% in 2024.

Demand exceeded the available budget

The grant was designed to help companies move beyond individual AI experiments and introduce solutions that address specific business needs. Its €2M budget was allocated within hours of the application round opening, and EIS subsequently closed the call.

Eligible applicants had to be companies registered in Estonia with at least €200,000 in revenue in the previous financial year. Projects could run for up to nine months and had to demonstrate a measurable result, such as higher productivity, increased sales or export revenue, improved cost efficiency or greater automation of business processes.

AI adoption tied to measurable business results

“AI does not replace people. It helps them do more, faster and with greater value,” said Erkki Keldo, Estonia’s Minister of Economic Affairs and Industry. He added that wider adoption could support higher productivity, stronger exports and better-paid jobs.

The support was intended to reduce the risks associated with AI adoption and help companies apply the technology to their day-to-day operations. The funding round also gives a clear indication of the level of interest among Estonian businesses in practical AI deployment and the country’s wider IT R&D, software and hardware ecosystem.

EIS programme information says the support could be used to develop an AI product or solution, prepare it for market launch, or integrate AI into an existing product, service or business process. The result had to be verifiable at least through a prototype or test result, with applicants covering 20% of the project cost.
