Estonia secures European investors for a 1 GW offshore wind project

Offshore wind ambitions take flight: a newly announced international partnership will develop 250 km² near Saaremaa, powering Estonia's goal of 100% renewable energy by 2030.

Estonian offshore wind opportunities unite investors from all around Europe. Estonian energy company Sunly has joined forces with France’s VALOREM Group and Norway-based Deep Wind Offshore to develop the Tuul Energy project, reports Oedigital.

The collaboration, announced on April 10, will focus on developing a massive 250 km² area near Saaremaa Island. The project aims to install bottom-fixed offshore wind turbines with a potential capacity exceeding 1 gigawatt (GW), enough to power hundreds of thousands of homes.

This partnership combines Deep Wind Offshore’s existing development rights with VALOREM’s international offshore expertise and Sunly’s local market knowledge. It will also come in handy to speed up Estonia’s ambitious climate goals: achieving 100% renewable energy and carbon neutrality by 2030, placing it among Europe’s most aggressive clean energy adopters.

Estonia’s focus on offshore wind development is strategic. The country’s Baltic Sea territories offer favourable wind conditions, relatively shallow waters ideal for fixed-bottom turbines, and proximity to growing energy markets.

Collaboration possibilities

There are a lot of opportunities to capture in the sector: Estonia recently announced new offshore wind area auctions scheduled for 2026, alongside an exclusive 80 km² special purpose innovation area designated specifically for testing next-generation technologies, including floating wind turbines, smart robotics, sensors, and other advanced offshore solutions.

Investors can also take advantage of a pro-business environment, including 0% corporate income tax on reinvested profits and large-scale investment grants offering up to €20 million per project.
