Estonia is expanding the list of ready-to-invest locations in the regions. Sauga Technology Park near Pärnu is entering its second development phase, with five business plots covering almost 46,000 square metres being prepared for auction. Tori municipality will provide the essential infrastructure for companies looking to establish production, logistics, warehousing or service operations at the site.

The development was reported by Tööstusuudised. According to the article, all plots from the technology park’s first phase have been taken into use.

Sauga is preparing its next development phase

Tori municipality is now preparing the first five plots in the park’s second phase for public auction. The municipality will build the public access road, external lighting and connection points for water, sewerage and communications. Possession of each property will be transferred to its developer within one month of the completion of this infrastructure, and the work must be completed by 1 June 2027 at the latest.

“The completion of the first phase confirms that Sauga Technology Park is an attractive location for entrepreneurs. With the second phase, we want to offer an opportunity to companies planning expansion or looking for production and business land with strong logistical access in the Pärnu region,” Lauri Luur, mayor of Tori municipality, said.

The development of Sauga Technology Park began more than a decade ago. Its first phase filled quickly, indicating continued demand for business land in the Pärnu area and prompting the municipality to proceed with the next stage. The five plots now being prepared are only the first part of the second phase, with further development planned later.

Flexible sites for production and logistics

The five properties have an equal split between production land and business land. The current detailed plan allows developers to build production, warehouse, logistics and service buildings, giving companies flexibility in how they use the sites.

Each property may accommodate up to four buildings, with a maximum permitted height of 12 metres. The building coverage may reach 50% of the plot area, while buildings may have up to two storeys. The planning conditions also require high greenery to cover at least 10% of each plot.

The largest property is Kirjuta tee 10, covering 15,518 square metres and allowing more than 7,700 square metres of building coverage. Veermiku tee 3 covers 10,476 square metres, followed by Veermiku tee 1 at 8,235 square metres, Kirjuta tee 3 at 7,153 square metres and Velje tee 1 at 4,938 square metres.

The different plot sizes are intended to support both smaller business facilities and larger production or logistics projects. Developers will be responsible for investments arising from their own operations and buildings, including internal utility networks and roads, landscaping, outdoor lighting, stormwater solutions and vehicle access from the public road.

The auctions for the five properties will take place from 29 September to 29 October 2026.
