Tallinn ranks 15th globally for tech ecosystem density, leading Europe in key sectors

Tallinn is the 15th densest tech ecosystem in the world – ranked 3rd globally for early-stage VC per capita and in the top 10 for climate tech and cybersecurity, shows Dealroom’s 2026 Global Tech Ecosystem Index.

What everyone understands about the power of Estonia’s tech ecosystem is once again proved by comparative data. Tallinn has been named the 15th densest tech ecosystem in the world in Dealroom’s Global Tech Ecosystem Index 2026 – one of the most comprehensive benchmark of its kind, covering 325 cities across 77 countries. The ranking places the Estonian capital ahead of global centres such as Copenhagen, San Diego, and Amsterdam on a per-capita basis, and ranks it seventh in Europe overall.

The index evaluates ecosystems across three distinct lenses: Global Champions (absolute scale), Density Leaders (output per capita), and Rising Stars (growth rate). Tallinn’s position as a Density Leader reflects the core story of Estonian tech: a small country producing outsized results relative to its population.

Where Tallinn stands tall

The per-capita figures behind the ranking are, as it usually happens with Estonia, phenomenal. Tallinn recorded $1.1 billion in early-stage venture capital between 2022 and 2025 – placing it third out of 325 cities globally, in the 99th percentile. Breakout-stage investment (rounds of $15–100 million) reached $2.6 billion over the same period, ranking ninth worldwide. Combined enterprise value stands at $83.6 billion, good for 17th place globally. The city counts 14 unicorns or $1 billion-plus exits, with 430 alumni startup founders per capita.

Tallinn also stands out in sector rankings. In the per-capita view of sector strengths, the city ranks fourth globally in transportation tech and fifth in climate tech – both significantly ahead of its overall position of 15th. Cybersecurity comes in sixth. These three sectors represent Tallinn’s clearest competitive edges, each outperforming the city’s general ranking by nine or more places. Defence tech sits at 22nd and gaming at 23rd.

The index dropped one place from 2025. In the European density rankings, Tallinn sits seventh – behind Cambridge, London, Stockholm, Ghent, Lausanne, and Oxford, but ahead of Copenhagen, Munich, and Amsterdam.
