Oxford Economics names Tallinn among Europe’s top five Cities to Watch in its 2026 Global Cities Index, citing growth, ICT and productivity.

Oxford Economics has named Tallinn one of Europe’s top five Cities to Watch in its 2026 Global Cities Index, pointing to the Estonian capital’s strong growth trajectory and recent economic activity.

The Cities to Watch section looks beyond the world’s established metropolises to highlight emerging cities with compelling narratives, dynamic growth paths and strong projected growth over the next decade. The Global Cities Index provides a data-driven ranking of 1,000 cities across five categories: Economics, Human Capital, Quality of Life, Environment and Governance.

This year, Estonian capital was named among one of the top 5 cities in Europe, alongside Eindhoven, Manchester, Toulouse, and Warsaw.

 

ICT and professional services drive growth

Tallinn generates around 58% of Estonia’s total GDP, according to the city profile in the index, making it one of Europe’s most nationally dominant capitals. The concentration of economic activity, together with momentum in high-productivity industries such as technology and professional services, has also pushed the city onto the index’s watch list.

Oxford Economics forecasts Tallinn to be the fastest-growing major city in the European Union over the next decade. The capital has consistently ranked among the top European performers in the firm’s forecasts for GDP and productivity growth. Its ICT sector has outpaced the European average over the past decade, while the capital region accounts for 88% of Estonia’s ICT output. The report also points to strong AI adoption rates relative to Estonia’s Central and Eastern European peers.

Infrastructure extends Tallinn’s reach

The index links Tallinn’s trajectory to Estonia’s integration with Western and Northern Europe after EU accession, as well as significant infrastructure improvements. Projects such as the Rail Baltica corridor and the discussed Helsinki–Tallinn undersea rail tunnel are expected to embed the capital more deeply in the wider European market.

The report describes Tallinn as an emerging tech city with an investment-friendly business environment and a vibrant startup scene that has produced globally recognised companies including Skype, Bolt and Wise. The capital’s role as a testbed for digital and urban solutions also supports activity in the smart-city sector, where Estonia has developed solutions for mobility, connectivity and public services.

Ranking shows strengths and constraints

Among 1000 participating cities, Tallinn ranks 207th overall, with category positions of 338th in Economics, 228th in Human Capital, 161st in Quality of Life, 422nd in Environment and 59th in Governance.

For 2025, the profile gives Tallinn a GDP of US$30B, GDP per person of US$45,800 and a population of 650,000. It lists good air quality, high educational attainment, and many recreation and cultural sites among the city’s strengths. Slower employment growth, larger rainfall anomalies and high housing expenditure are identified as weaknesses.

Looking ahead, Oxford Economics forecasts Tallinn’s nominal GDP to almost double over the next decade and overtake Porto and Bologna by 2050. The report also flags weak demographic trends and environmental concerns as constraints on the city’s outlook, alongside the strong productivity growth and rising incomes underpinning its expansion.
