International infrastructure fund backs fourfold expansion at Estonia’s Bioforce

Three Seas Initiative Investment Fund is backing Bioforce’s expansion, with production targeted to grow from about 250 GWh to 1 TWh by 2032.

Bioforce, Estonia’s largest biomethane producer, is getting new backing from the international infrastructure investor Three Seas Initiative Investment Fund. The deal is expected to quadruple the company’s production capacity to 1 TWh by 2032.

The investment was announced by Amber Infrastructure, the fund’s investment adviser. The size of the transaction has not been disclosed. Amber said the capital will support Bioforce’s greenfield pipeline in Poland and the Baltic states, including new plants, biomethane injection points and refuelling capacity.

From 250 GWh towards 1 TWh

Bioforce currently operates three biomethane plants in Estonia at Aravete, Ebavere and Laatre. A fourth plant at Viiratsi is being commissioned. The group comprises 13 subsidiaries, employs around 70 people and reported over €26M in revenue in 2025. Across its operating and developing assets, the group is targeting output of more than 250 GWh, while the broader expansion plan aims to lift production to more than 1 TWh per year by 2032.

The company has a market share of about 40% in Estonia and operates across production, distribution, and renewable energy development. Its biomethane is already used by Tallinn’s public transport system: Bioforce says 380 buses run on the fuel and covered more than 31 million kilometres in 2025.

Poland and the wider Baltic market

Bioforce plans to enter Poland with its first new plant there targeted for construction in 2027. The company expects to build and commission at least 10 Polish biomethane plants over the following five years, while continuing development in Estonia, Latvia and Lithuania.

Henry Uljas, chairman of the management board of Bioforce Group, described the transaction as the largest investment to date in Baltic biomethane production. He said the capital would allow the company to expand production across the region and strengthen energy security through a domestic supply of renewable gas.

For 3SIIF, the transaction is its sixth investment and adds a regional biomethane platform to a portfolio spanning energy, transport and digital infrastructure. The Estonian state has invested €20M in the fund, which has previously backed Greenergy Data Centers in Estonia.
