With its strategic location, excellent logistics and welcoming business climate, Estonia is Europe’s best bet for smart manufacturing. This month, international electrical equipment manufacturer Legrand has signed an agreement with Harju KEK to expand its Keila Industrial Park facility by 50%, aiming for 20% revenue growth over the next five years.
Legrand, a global industrial group with approximately €10B in annual revenue, will add 4,000 square metres to its existing 8,000-square-metre Keila factory. The expansion will create nearly 40 high-value engineering and manufacturing jobs as the company scales up production capacity.
Harju KEK is investing €5M in the new factory building, which is scheduled for completion in summer 2027.
Strong export business to build upon
The Keila facility produces electric radiators, electric vehicle chargers, and specialised plugs and switches for industrial clients under both the Ensto and Legrand brands. Most products are exported to the Nordic countries and Italy.
“We’ve been manufacturing in Estonia for several years now, and our experience has been very positive. Legrand’s Keila factory is efficient and logistically well-positioned, close to our main Nordic markets,” said Jukka Tiitu, Legrand’s Regional Director for the Nordics, for Postimees.
According to Tiitu, the long-term investment decision was supported by the availability of a qualified and motivated workforce and Keila’s municipal development. The expansion plays a crucial role in achieving Legrand Nordic’s long-term growth objectives.
Legrand acquired the Keila and Paide factories from Ensto Building Systems in 2021. The facilities employ nearly 200 people combined, with Legrand investing approximately €1M annually in automation and development. In 2024, the company generated revenue of nearly €51M.
